Logitech Cordless Precision for PS3 Controller doesn't work

I recently bought a Cordless Precision for PS3 Controller off ebay. It was newly used, and came with the controller and the usb dongle, but not the batteries. I have repeatedly tried to use the controller with my PS3 but to no avail. There is a constantly flashing green light coming from the dongle, and when I press a button on the controller, nothing happens besides a brief flashing red light next to the d/mode button. What can I do about this?
