I also had a lot of performance issues with my Promise SATA card running under Windows Vista x64 , as well as Windows XP x64.
After weeks of playing around with drivers etc, I can say for certain that the Windows Vista x64 driver is faulty.
The problems seem to relate to write-behind caching, yet what is interesting is that changing the caching options (or even completely turning it off) made little or no difference. I can only guess that Microsoft grabbed the latest driver off promise (probably beta quality) and put together a lean INF of their own to make a basic signed driver package. Thus there is probably no support for the "cache config" tool that came with the original driver disk.
Despite having some 5 million testers for pre-release versions of Vista, this problem seems to have escaped their attention... (or they figured that its only a small minority who'll even notice it! -- so let it pass).
For those of you who successfully installed Vista x64 with the drivers that it shipped with... I'm guessing that most of you fall into the category of users who have their primary boot drive on a separate controller to the promise controller. If not and you did in fact manage to install without putting in a driver disk, well congratulations -- how does it perform? If you're happy, don't bother changing anything since it could be simply that your hard disk is 100% happy with the drivers. I have a Maxtor and it was oh so unhappy.
During a file copy of say over 1GB, it would get to about 20% and suddenly chug along.. sometimes it would recover, but most of the time it would just sit there doing a couple hundred Kb/sec. All other times - for small file operations it worked perfectly.
The fix:
I installed the Windows XP x64 driver "1.01.0.29" under Vista... however there is a catch!
You MUST use the "have disk" option when looking for your drivers... if you choose any other method, Vista will simply overwrite ulsata.sys with your chosen driver but will not update the other files... .DLL, .CAT etc.. You will most probably find that Vista won't boot up (even if not the primary drive) and you will have to do an install/repair.
The version that comes with Vista x64 is "1.01.0.32". However if you have an eye for detail you'll notice the .SYS file is identical to "1.01.0.31"
I have included both versions for the sake of completeness. Go ahead and use them if you want, but you're probably wasting your time.
The ONLY driver that seems to give you back your transfer rate performance is version "1.01.0.29" for XP.
