PRODUCT ATI 9200 128 MB AGP / DRIVER: Catalyst 6.1 /

I am experiencing a "scroll-lag" when browsing pages with IE 6.0. Also, when scrolling through a folder within Explorer.exe, the screen also "lags behind". This is not the case when "scrolling" through an image when using windowsXP picture and fax
viewer. By scroll lag I mean that, whenever I scroll , the screen has to "rebuild" the image from top to bottom. It looks like a screen with a very low refresh frequency for one instant.
This scroll lag issue does NOT present itself at all when using Windows 2000 on the same machine.
Also, the card is not able to detect a PAL-B (dutch) TV when turning on the TV-OUT. Only by using a force detect option (by some 3rd party tool for ATI cards) does the card "see" the TV. However in neither situation am I able to get a duplicate screen on the TV.
I know it should be possible on this TV since my previous ATI 8500 LE worked fine with TV output.
My PC: P3 800 mHz, 512 MB SDRAM. Display: DVI flatpanel.
Please let me know what i could do about this issue.
