hoe zo'n site maken??

ik kwam site laatst tegendeze site laatst tegen, en zoiets vindt ik wel mooi, maar is dit nou een zelf gemaakte site? of is die via een website gemaakt helemaal in php? wie kan mij dat vertellen, of waar ik zo'n soort site met php kan maken?
